1. Download Multilang pack from http://miuiandroid.com/community/
2. Download Multilang tweak fix from Kitchen

Instructions:-

1. Clear cache data
2. Clear delvik cache
3. Flash Multilang pack
4. Flash Multilang tweaks fix
5. reboot

IMPORTANT :- Do full wipe, no matter you upgrading from sammy or miui or rgui. You can take full backup of system settings and apps in MIUI backup app
