I have been reading the galaxy note thread about sim restriction, and I came by a couple of posts which I believe are good to resume here.

To check your MCC (mobile country code) block list, by using es file explorer or any other file manager , go to :
/device -> system -> csc -> customer.xml

Under security you will see something like this which I was quite surprised to see in my galaxy s4 since I know my phone didn’t contain any sticker on the box:

Please note that having the Mcc list does not directly means that your phone is regionally locked. Region lock requires BOTH the MCC list and a specific Network level lock set in the EFS (Exynos variant) or the NVM (Qualcomm variant).

Samsung has stated that all phone which are produced starting July 2013 will have the network level Lock enabled . To Check The production Date of your phone type this in the phone *#12580*369# and check RF Cal. It's the date of manufacture. If it's anything before July you should not be affected by this block list but we need some people to confirm this.



To explain the xml file , the first entry in this list NbNetworkLock specifies the number of countries that you have blocked , so in my instance i have 38 countries . The rest is the list of countries where you cannot use your device in, to get the name of the countries you can use this Wikipedia article. Like 740 is Ecuador .


So now that you know that you cannot use your phone in certain countries what is the solution? Well according to this post :

- Either somehow get Samsung to do it for you.

- "Activate" the device with a matching region SIM (or so Samsung claims, I'll believe it's not PR nonsense when I see it)

- Obtain and use the matching NCK for your device. According to some people those are for sale on various websites.

- Modify your device's CSC to remove the list. (Flash an unlocked devices' region CSC though ODIN if that exists or root the device and remove the list from your existing CSC)
*At this time, rooting voids your phone's warranty.

Concerning the first option many users have reported that while contacting Samsung uk and I believe Samsung Switzerland , they were told that they couldn’t unlock the device .

Concerning the second option , many people have reported that actually it’s not working , and it seems that those who reported that it was , they used a sim card which was not on the blacklist .

Concerning the third option , some people have reported that it’s working but further research should be done to ensure that it’s not because they are using a sim card which is not on the black list .

Concerning the 4th option , well you could always void your warranty if you want to , but basically i'm wondering till when the csc trick will work before Samsung force down something like Knox .

Concerning the 4th option , the region lock requires BOTH the MCC list and a specific Network level lock set in the EFS (Exynos variant) or the NVM (Qualcomm variant). so editing the customer.xml file is not sufficient to lock unlock the phone , and this is why despite the fact that all new firmwares now have the MCC list, only newly produced devices - after July 2013 - have the lock .


The developer Chainfire has released an app to region unlock the Galaxy Note 3 :

so flashing a prerooted odin package and removing the list will free the region lock
that was easy huh!

I have a i9500 which i have just bought here in india . i have flashed wanamalite pre rooted rom . I have the customer.xml file in the location that you mentioned but it does not contain the network lock codes under the security heading . maybe the sim restriction is implemented in certain geographic locations only.

I have since a week a galaxy s4 from switzerland wit csc AUT without a sticker on it, but it is region locked... I think it locked with the update I received. I am on

For me it looks like list of countries when you can use it. On my list there is a country No 505 (Australia) so according to your description it shouldn't work in this country. The problem is it works very fine (all carriers).

"NbNetworklock" is the number of network locks in the list below it - ie 38 MCCs are listed, potentially blocking all the networks (because of the wildcard BB after the MCC number itself) with one of those blocked MCCs. There are two known MCC block lists identified so far on the European region Note 3 thread, one with 38 MCCs listed and the other with 63 MCCs listed. The same lists are being found in the most recent European region SGS3s and as can see on this thread European region SGS4s.

Even if there is a MCC block list in the CSC, it is not enforced (it seems) unless the relevant lock (eg NCK, SPCK, etc - not sure which exactly though) are switched ON at the time. A working assumption is that phones with the MCC list in the CSC will be able to be used on networks which would be restricted by the MCC block list, provided:

- they are shipped without any relevant lock switched ON; or

- have been subsequently unlocked at the NCK level (although question whether any other level of unlock would also work to disable the MCC block list).

Can I assume that the region locks only apply to phones purchased (or is it manufactured) after June 30? Read something to that effect somewhere.

I bought a note2 Lte in march from swisscom here in Switzerland. . Is it possible that this one will not be locked even with an firmware update? That moment it is not locked.

Is there a way to verify wether my s4 is region locked without any foreign SIM? My s4 is rooted but I only have a German sim for my German s4.
My s4 has several entries of networklock in customer.xml of csc folder

I do not know - but it would be incredibly useful to find out the ON/OFF state of each lock without having to try and figure it out through trial and error through use of different SIMs.

There used to be an easy way on Samsung phones to show the state of each lock prior to Jelly Bean, which was to dial *#7465625# (or if look at letters on keypad, dial *#SIMLOCK#). That has gone on latest SGS IV and Note 3 (and later builds of other phones). I have not found anything helpful under Network Lock in the Service Menu (reached by dialling *#0011#) - perhaps someone else will have a better idea of where such a lock status screen or file might be found (particularly if already have root).

FYI, in earlier Samsungs like the SGS and SGS3, the "Personalizatiob" screen, which set out the state of each of the Network, Network Subset, SP and CP locks, was part of the Perso apk found at system/app/Personalization.apk (together with the associated Personalization.odex). It was this apk which was called up when *#7465625# was dialled. Some of the code in this app is set out at http://xdaforums.com/showpost.php?p=44129126&postcount=51.

Only models manufactured after July 31st will be affected. Type this on the phone *#12580*369# and check RF Cal. Its the date of manufacture.

    FYI, in earlier Samsungs like the SGS and SGS3, the "Personalizatiob" screen, which set out the state of each of the Network, Network Subset, SP and CP locks, was part of the Perso apk found at system/app/Personalization.apk (together with the associated Personalization.odex).
